The monument is on Rupin Street, in front of the National Library. Engraved on it are the names of the soldiers and members of the Jerusalem security and rescue forces who fell since the beginning of the war, along with the residents of the city who were murdered in the hostilities of the war.

John Polin, the father of Hirsch Goldberg-Polin, who was kidnapped to Gaza and murdered by his Hamas captors, offered a prayer for the return of the hostages.
